Tutorial in description, update is locked and loaded!

I've added a "how to play" section to the game description. Also, an update with some game tuning is ready to go as soon as voting ends! It will slightly change how the power works on houses, and adds a timer so you can see how epic your current session is. Any more feedback on what you guys would like to see tweaked post below and I'll look at adding what I can to the next update
